Personnel Affairs Directorate
The Directorate of Personnel Affairs of Afghanistan National Disaster Management Authority is responsible for planning, recruitment, training and development of human resources to enhance the efficiency and effectiveness of the organization. This directorate, by implementing personnel policies in accordance with applicable laws, facilitates transparent recruitment, precise performance evaluation of employees and review of the organizational structure.
Furthermore, the Directorate of Personnel Affairs plays a significant role in improving employee capacity by formulating job descriptions, overseeing employee welfare and occupational safety, addressing complaints and implementing training programs based on needs assessments.

Core Responsibilities of the Human Resources Directorate:
The Personnel Affairs Directorate is responsible for planning, recruiting, training and developing Personnel Affairs to improve the performance and efficiency of the organization. Its key responsibilities include:
- Designing programs aligned with the goals and plans of Afghanistan National Disaster Management Authority, in accordance with the policies of IEA.
- Implementing Personnel Affairs policies in line with the principles and regulations of Afghanistan National Disaster Management Authority.
- Managing and organizing the recruitment process based on open competition and hiring employees in accordance with relevant procedures.
- Developing organizational policies based on national experiences and those of countries similar to Afghanistan, relevant to Afghanistan National Disaster Management Authority.
- Reviewing the organizational structure of Afghanistan National Disaster Management Authority.
- Analyzing, classifying and categorizing the duties of employees in Afghanistan National Disaster Management Authority.
- Drafting and updating job descriptions for all positions within the organizational structure as needed.
- Overseeing the effective and efficient implementation of laws related to employee relations.
- Monitoring the implementation of the approved organizational structure of Afghanistan National Disaster Management Authority.
- Ensuring the welfare, health and safety of employees in Afghanistan National Disaster Management Authority.
- Addressing employee complaints and resolving disputes within the organization in an effective and constructive manner.
- Raising awareness among employees about laws, civil service regulations, labor laws and other legislative documents, regulations and procedures.
- Developing procedures to ensure effectiveness, transparency and better service delivery to the public.
- Designing training plans based on training needs assessments and employee evaluations.
- Implementing training programs to enhance employee capacity and evaluating their progress.
- Collecting reports from relevant departments, analyzing, consolidating and presenting them to the authorities.
