Monitoring and Evaluation Directorate

Pre-face: 
The Monitoring and Evaluation Directorate is tasked with ensuring transparency in line with the organization's overall vision. This directorate oversees and evaluates the organization's activities through monitoring and evaluation processes, providing necessary advice and recommendations to enhance performance. Monitoring and evaluation are two critical management tools that play a vital role in effectively controlling activities and improving the quality of organizational performance. The Monitoring and Evaluation Directorate is an essential component of any organization, enabling it to track the progress of its programs and projects, introduce reforms and improvements in administrative affairs and prevent corruption.

 

Objectives 

  • Identify the actual status of a program or project.
  • Recognize deficiencies and weaknesses in the implementation of plans.
  • Identify factors that could, in the long term, jeopardize the sustainability of plans and policies.
  • Highlight opportunities and capabilities that can ensure the success of the department in implementing plans and policies.
  • Foster transparency in the implementation process of the directorate’s plans and policies.
  • Create a suitable environment for prioritizing actions to achieve set objectives.

 

Key Responsibilities 

  1. Conduct monitoring and evaluation of the results-based annual plan, specifically clauses 27, 28, and 30, to ensure proper and timely implementation.
  2. Collect, consolidate and submit quarterly reports based on the results of Afghanistan National Disaster Management Authority in the two national languages (Pashto and Dari) to the respected authority.
  3. Perform monitoring and evaluation of 44 central and provincial units.
  4. Monitor and evaluate the implementation process of preventive, developmental, and emergency projects, as well as agreements and contracts.
  5. Monitor and evaluate the implementation of laws and other legislative documents in central and provincial units.
  6. Monitor and evaluate the implementation of policies and procedures to improve the performance of central and provincial staff.
  7. Monitor and evaluate the distribution, transportation and contracting processes of aid to disaster victims across the country.
  8. Manage and monitor emergency operations to ensure timely and transparent provision and distribution of aid to disaster-affected individuals.
  9. Monitor and evaluate the implementation of relevant laws in all administrative affairs of the office.
  10. Ensure compliance with regulations and procedures regarding the distribution of aid to affected individuals.
  11. Monitor and evaluate the implementation of directives from the respected authority in relevant central and provincial units.
  12. Monitor and evaluate the quality and equitable distribution of aid to disaster-affected individuals at both central and provincial levels.

 

Report for the Solar Year 1402:

Major Activities and Achievements of the Monitoring and Evaluation Directorate in the Solar Financial Year 1402:

Major Activities:

  1. Developed a clear and structured policy for the Monitoring and Evaluation Directorate and translated it from Dari to Pashto.
  2. Prepared standardized checklists and questionnaires in both national languages (Pashto and Dari) to ensure the effective and standardized implementation of monitoring and evaluation processes.
  3. Formulated a comprehensive plan for the evaluation of disaster management activities.
  4. Monitored the progress of projects implemented by partner organizations in Paktika and Khost provinces.
  5. Conducted monitoring and evaluation of the implementation of plans, policies, decrees, orders, and humanitarian aid programs by the Kabul Provincial Disaster Management Directorate and shared the report with the respected authority.
  6. Monitored and evaluated the recruitment process, employee performance assessments, training programs, attendance records and other relevant administrative matters under the Human Resources Directorate, consolidating the findings into a report shared with the authority.
  7. Monitored and evaluated the work plan and activities of the Mine Action Coordination Directorate in accordance with its legal mandate, consolidating the findings into a report shared with the authority.
  8. Reviewed the work plan and activities of the Emergency Operations Center Directorate, including coordination of emergency incidents, damage assessments, distribution of cash assistance and provision of other humanitarian aid, in accordance with its legal mandate.
  9. Collected, consolidated, and submitted quarterly reports based on the results of Afghanistan National Disaster Management Authority for the solar year 1402 in both national languages (Pashto and Dari) to the respected authority.
  10. Gathered reports on activities, achievements, challenges and recommendations from provincial units for the solar year 1402, consolidating them into a report presented to the respected authority.

  2. Clarified job descriptions for newly appointed employees, enabling them to perform their duties in accordance with laws and regulations.
  3. Enhanced efficiency and improved performance in operational units.
  4. Conducted monitoring and evaluation of central directorates and independent departments to ensure timely and effective operations, prevent corruption, and promote transparency in activities.
  5. Monitored and evaluated the quality of project implementation to prevent corruption and ensure lawful execution.
  6. Promoted transparency in administrative affairs, ensured compliance with legal standards and accelerated operational processes.

Report for the Solar Year 1403:
First Quarter Report:

  1. Collected, consolidated, and submitted the quarterly report on the activities and achievements of Afghanistan National Disaster Management Authority for the first quarter of the solar year 1403 in both national languages (Pashto and Dari) to the respected authority.
  2. Gathered and consolidated the report on major achievements of the central directorates of Afghanistan National Disaster Management Authority for the first quarter of the solar year 1403, sharing it with the respected Financial and Administrative Directorate for submission to the Ministry of Finance on a quarterly basis.
  3. Under the guidance of the respected authority, facilitated the transportation of food and non-food aid to disaster-affected individuals in Laghman and Logar provinces.

 

Second Quarter Report:

  • Collected, consolidated, and submitted the quarterly report on the activities and achievements of Afghanistan National Disaster Management Authority for the second quarter of the solar year 1403 in both national languages (Pashto and Dari) to the respected authority.
  • Gathered and consolidated the report on major achievements of the central directorates of Afghanistan National Disaster Management Authority for the second quarter of the solar year 1403, sharing it with the Financial and Administrative Directorate for submission to the Ministry of Finance on a quarterly basis.
  • Monitored and evaluated the quality and implementation of six public utility projects in Takhar province to ensure compliance with plans.
  • Monitored the distribution of aid to disaster-affected individuals in the capital.
  • Established a database for document filing to ensure confidentiality, transparency, and prompt implementation of administrative processes.

Third Quarter Report:

  1. Collected, consolidated and submitted the quarterly report on the activities and achievements of Afghanistan National Disaster Management Authority for the third quarter of the solar year 1403 in both national languages (Pashto and Dari) to the respected authority.
  2. Conducted monitoring and evaluation of the central directorates and independent departments of Afghanistan National Disaster Management Authority to ensure transparency, efficiency and improvement in daily administrative operations by aligning staff with job descriptions and work plans.
  3. Gathered and consolidated the report on major achievements of the central directorates of Afghanistan National Disaster Management Authority for the third quarter of the solar year 1403, sharing it with the respected Financial and Administrative Directorate for submission to the Ministry of Finance on a quarterly basis.
  4. Monitored and evaluated the implementation of decrees from Amir al-Mu'minin (may Allah protect him), orders from the Prime Minister’s Office, and directives from the National Disaster Management Authority across all central directorates.
  5. Assigned three staff members from the directorate to investigate the archive files and the availability of perishable goods.
