Directorate of International Relations

Introduction

The Directorate of International Relations of Afghanistan National Disaster Management Authority is responsible for establishing, expanding and strengthening regional and international cooperation to enhance the Authority’s capacity in disaster risk reduction, preparedness, response and post-disaster recovery. Through constructive engagement and adherence to diplomatic principles, this Directorate strives to foster effective collaboration with donor countries, organizations, and partner institutions. It leverages international experiences and resources to improve disaster risk management and mitigate crisis situations. The Directorate plays a critical role in securing technical, financial, and humanitarian assistance from global communities and focuses on coordinating activities beyond the Authority’s internal operations.

Objectives of the Directorate of International Relations

1. Expanding cooperation and memoranda of understanding with national and international institutions in the field of disaster management.

2. Attracting technical and financial support for preventive projects, preparedness and recovery efforts.

3. Enhancing the Authority’s presence and participation in meetings, conferences and gatherings of international communities related to risks and disasters.

4. Facilitating the exchange of experiences and information between the Authority and international partners to strengthen national capacities.

5. Coordinating international humanitarian and emergency assistance during disaster occurrences.

6. Establishing effective communication with national and international institutions and organizations to attract humanitarian aid and ensure its delivery to families affected by disasters.

7. Actively participating in meetings, conferences, and workshops of regional organizations such as SAARC, ECO and others.

8. Strengthening international cooperation through the Ministry of Foreign Affairs by establishing relations with embassies, organizations, and international institutions.

9. Monitoring the activities of national and international institutions.

10. Coordinating with international professional institutions to provide scholarships and specialized programs.

 

Annual Report of the Directorate of International Relations for Year 1402

  • Preparation and submission of 25 proposals to attract assistance.
  • Signing of 112 memoranda of understanding for the implementation of humanitarian aid and development projects.
  • Completion of phases for 6 short-term project agreements.
  • Facilitation of 65 meetings with international institutions, organizations and embassies.

 

Report of the Directorate of International Relations for the First, Second and Third Quarters of the Year 1403

  • Preparation and submission of 9 proposals to attract assistance.
  • Signing of 149 memoranda of understanding for the implementation of humanitarian aid and development projects.
  • Conducting 19 monitoring visits to oversee the activities of institutions. - Efforts to secure assistance from the People’s Republic of China.
  • Completion of phases for 9 project agreements.
  • Facilitation of 65 meetings with international institutions, organizations, and embassies.

 

Memoranda of Understanding

From the beginning of the fiscal year 1402 (2023) to the third quarter of the fiscal year 1403 (2024), a total of 275 memoranda of understanding have been signed with national and international institutions. These agreements cover cooperation in the distribution of food and non-food items, shelter construction, cash assistance and mine clearance.
