Directorate of Emergency Operations Center
Objective:
The Directorate of the Emergency Operations Center plays a pivotal role in coordinating, managing and responding to incidents across the country. By organizing meetings of the High Commission, collecting reports from provinces and maintaining continuous communication with relevant entities, this directorate facilitates rapid and effective assistance to those affected. Its primary tasks include mobilizing aid, distributing emergency resources, overseeing the implementation of decisions and providing reports and recommendations to relevant authorities. The overarching goal is to minimize casualties and damages while ensuring a swift response during emergencies.
Key Responsibilities:

- Coordinating the organization of meetings for the High Governmental Commission for Disaster Management and its Secretariat.
- Gathering relevant information from concerned entities for the agenda and inviting commission members to meetings.
- Documenting meeting proceedings, consolidating them and distributing them to relevant authorities after obtaining the signature of the High Commission’s chairperson.
- Coordinating meetings of the Secretariat of the High Governmental Commission for Disaster Management to monitor the implementation of the commission’s decisions and resolutions.
- Collecting reports from the center and 33 provinces of the country and reporting to competent authorities for rapid and urgent response.
- Ensuring better coordination between provincial directorates and the center through 24-hour duty shifts.
- Introducing available resources in the center and provinces through representatives of governmental and non-governmental sectors.
- Mobilizing aid in the center and provinces through relevant authorities.
- Providing written assurance regarding the execution of Secretariat meeting outcomes to the office of the High Commission’s chairperson.
- Coordinating with provincial disaster preparedness directorates to organize provincial commission meetings during emergencies.
- Coordinating with relevant entities during incidents and emergencies to ensure timely responses.
- Collecting data and statistics on casualties and damages caused by incidents in the provinces.
- Ensuring urgent response for victims and those affected by incidents.
- Reviewing financial documents received from provinces for urgent action.
- Addressing requests from provincial directorates during incidents and emergencies.
- Receiving reports from heads of disaster preparedness and duty officers in 34 provinces through letters, emails, digital phones, mobile phones, social media platforms (Facebook, Messenger, WhatsApp, etc.), and recording them in the Emergency Operations Center’s database.
- Collecting information on available resources at the provincial level.
- Sharing information with the offices of competent authorities.
- Submitting proposals based on provincial needs, signed by provincial governors, to address and respond to victims and affected individuals.
- Preparing proposals for the High Governmental Commission for Disaster Management to secure approval for transferring allocated funds and other matters to the respective provinces.
- Allocating emergency funds, food, and non-food items based on the vulnerability of provinces and the center.
- Presenting proposals to the High Governmental Commission for Disaster Management for urgent response.
- Mobilizing aid packages for those affected by incidents.
