Directorate of Policy and Planning
The Planning and Policy Directorate is one of the technical directorates within the framework of Afghanistan National Disaster Management Authority. It was established to develop plans, coordinate and formulate fundamental documents, devise national policies and strategies, reduce vulnerability and effectively manage risks associated with disasters. This directorate is responsible for coordinating with all relevant sectors to create foundational documents, identify pathways to achieve objectives and implement the authority’s mission.
The directorate’s organizational structure includes three sub-directorates, three general managements and one executive management, each carrying out specialized tasks within the framework of the authority’s plans and programs.
Activities:
- Formulating and reviewing a 5-year strategic plan for disaster management in Afghanistan.
- Issuing guidelines for providing assistance to affected populations at central and provincial levels.
- Preparing and formulating expenditure guidelines for 300,000 AFN for provinces.
- Preparing and formulating operational guidelines for the authority’s central directorates and independent sub-directorates.
- Providing input on memoranda of understanding and legislative documents to be signed with national and international institutions.
- Following up on the draft of disaster management laws through the official gazette of the Ministry of Justice.
- Implementing activities in line with sustainable development goals.
- Submitting the authority’s objectives, programs, and development priorities to the Ministry of Economy for inclusion in Afghanistan’s National Development Strategy.
- Assessing the authority’s strengths, weaknesses, opportunities, and threats (SWOT) and sharing them with the Ministry of Economy.
- Evaluating the authority’s political, economic, social, and technological (PEST) factors and sharing them with the Ministry of Economy
Achievements:
- Effective coordination in implementing disaster management activities through the execution of designed plans.
- Implementing the authority’s laws and regulations within the framework of Islamic Sharia, as per the authority’s legal framework.
- Reducing the adverse impacts of potential disasters for families exposed to seasonal hazards.
Activities in the Year 1402:
- Designing and preparing plans: Preparing for the annual plan based on the outcomes of spring floods and winter freezes, and evaluating and reviewing the 5-year national strategic plan for disaster management.
- Participating in the preparation of development plans for construction projects.
- Collecting statistical data and information from the authority’s departments and providing responses to the respected Central Statistics Organization.
- Reviewing, revising, and extracting disaster management laws and regulations, as well as the authority’s organizational structure, in collaboration with scholars and researchers, in accordance with the decrees and directives of Amir al-Mu’minin (May Allah protect him).
- Formulating and drafting the policies of the National Disaster Management Authority.
- Providing feedback on the procedure for the distribution of humanitarian aid, as received from the respected Ministry of Economy. - Proposing amendments to the national environmental policy.
- Designing and drafting proposals for programs related to participation in a master’s degree in disaster management at Kabul University.
- Consolidating reports related to disasters from central and provincial directorates.
- Preparing and formulating a landslide policy in collaboration with the CWSA organization.
- Preparing and formulating guidelines for landslides in areas prone to such risks.
- Implementing activities in line with sustainable development goals.
- Submitting the authority’s objectives, programs, and development priorities to the Ministry of Economy for inclusion in Afghanistan’s National Development Strategy.
