Building on the Sendai Framework
This Strategic Framework for the Afghan Government accepts and is based on the Outcome and Goal, global targets and the four Priority Areas for action set out in the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030.
The Sendai Framework, adopted at the Third UN World Conference in Sendai, Japan in 2015, and to which Afghanistan is a signatory country, articulates the need for improved understanding of disaster risk in all its dimensions of exposure, vulnerability and hazard characteristics and strengthening of disaster risk governance, including national platforms.
It emphasizes actions that should focus on tackling underlying causes of disaster risks, such as the consequences of: poverty and inequality; climate change and variability; unplanned and rapid urbanization; poor land management; policies that are uninformed by an understanding of risk; lack of regulation; unsustainable uses of natural resources; declining ecosystems, etc.
The Sendai Framework advocates for a more people-centred preventive approach to disaster risk. It lays emphasis on disaster risk reduction practices to be multi-hazard and multi-sectoral, inclusive and accessible, if they are to be efficient and effective.
The Sendai Framework has the following Outcome and Goal:
Outcome: The substantial reduction of disaster risk and losses in lives, livelihoods and health and in the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries.
Goal: Prevent new and reduce existing disaster risk through the implementation of integrated and inclusive economic, structural, legal, social, health, cultural, educational, environmental, technological, political and institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness for response and recovery, and thus strengthen resilience.
